The Golden Visa approval arrives — your permanent residence card is ready for collection. The application process is over. Now what?

The first 90 days after approval contain a sequence of administrative steps that, done in the right order, take 3–4 weeks. Done in the wrong order — or missed entirely — they create delays, fines, and complications that can persist for months. One client missed the 7-day residence registration deadline, triggered a RUB 5,000 fine, and then discovered his delayed registration blocked his bank account opening for three additional weeks.

This guide provides the week-by-week checklist, in the correct sequence, with deadlines and practical tips for each step.

Week 1: Permit Collection and Residence Registration

Day 1–2: Collect Your Permanent Residence Card

Visit the MVD migration department where your application was filed. Bring your passport and the notification receipt issued at filing. The VNZh (вид на жительство) card is a physical document — a blue booklet similar in format to a passport. Verify all information immediately:

  • Name spelling (Latin transliteration must match your passport exactly)
  • Date of birth
  • Nationality
  • Card validity dates
  • Photo quality

Errors discovered later require a formal correction procedure that takes 2–4 weeks. Catch them at collection.

Day 1–7: Residence Registration (Регистрация по месту жительства)

This is the single most time-sensitive step. Russian law requires permanent residents to register their place of residence within 7 business days of receiving the VNZh or arriving at a new address. Missing this deadline triggers an administrative fine of RUB 2,000–5,000 and complicates subsequent administrative procedures.

What you need:

  • Your passport with VNZh card
  • Proof of accommodation: rental contract (договор аренды) OR property ownership certificate (выписка из ЕГРН) OR consent letter from the property owner (if staying with someone)
  • Application form (Form 2, available at the registration office or MFC)
  • Property owner must be present with their passport (or provide notarized consent)

Where to register:

  • MFC (Multifunctional Center / МФЦ) — the easiest option. Walk-in or appointment. Found in every Moscow district and major cities.
  • MVD migration department — direct filing. Longer wait times than MFC.
  • Via landlord or property management company — some buildings handle registration for tenants.

Processing time: 1–3 business days. You receive a registration stamp in your VNZh booklet.

If you don't have a permanent address yet: Temporary registration (регистрация по месту пребывания) at a hotel or temporary accommodation is possible and satisfies the legal requirement. Convert to permanent registration when you secure long-term housing.

Week 1–2: Tax Registration and Banking

INN (ИНН — Tax Identification Number)

Apply for your INN at the Federal Tax Service (FNS / ФНС) office nearest to your registered address, or through an MFC.

Documents:

  • Passport with VNZh
  • Registration confirmation
  • Application form (available at the office)

Processing: Same day to 5 business days. The INN is a 12-digit number assigned permanently. You need it for bank account opening, employment, business registration, and virtually every financial transaction in Russia.

Can I get an INN online? Partially. The Gosuslugi (government services) portal allows INN applications, but initial registration on Gosuslugi itself requires in-person identity verification — so the first visit must be in person regardless.

Bank Account Opening

With VNZh and INN in hand, open your personal bank account.

Recommended sequence:

  1. Primary account at a major bank (Sberbank, Alfa-Bank, Tinkoff for digital convenience, or Gazprombank if you already have a relationship from the Golden Visa investment process)
  2. Mir card issuance — Russia's domestic payment network. Essential for everyday purchases, online payments, and government services
  3. Mobile banking app setup — Russian banks have excellent mobile apps (Tinkoff and Alfa-Bank are consistently rated highest)

Timeline: Account opening takes 1–3 days with complete documentation (passport, VNZh, INN, registration confirmation). Mir card arrives in 3–7 business days.

Week 2–3: Digital Infrastructure

Gosuslugi Registration (Госуслуги)

Gosuslugi is Russia's central government services portal — the equivalent of a combined tax office, social services, and administrative hub. You need it for: tax filing, fine payment, medical appointment booking, children's school enrollment, driving license applications, and dozens of other services.

Registration steps:

  1. Create an account at gosuslugi.ru with your phone number and email
  2. Enter passport data and SNILS (if obtained — see below)
  3. Verify identity in person at an MFC or authorized bank branch (Sberbank, VTB, and Post Bank offer Gosuslugi verification)

Processing: Account creation is instant. Identity verification: same-day at MFC.

SNILS (СНИЛС — Social Insurance Number)

Required for: employer-registered employment, government medical services (OMS), pension contributions, and Gosuslugi full functionality.

Apply at the Pension Fund (ПФР) office or MFC. Documents: passport with VNZh. Processing: same day to 5 business days. The green SNILS card is issued free of charge.

Russian SIM Card

Major operators: MTS, Megafon, Beeline, Tele2. A Russian SIM is essential for two-factor authentication on banking apps, Gosuslugi, and most online services.

Requirements for purchase: Passport. Since 2022, SIM registration requires biometric verification at the operator's office (not at street kiosks). Visit any official MTS, Megafon, or Beeline store with your passport.

Week 3–4: Healthcare and Insurance

Health Insurance (ОМС — Mandatory Medical Insurance)

Permanent residents are entitled to Russia's mandatory medical insurance (OMS / ОМС), which provides free access to state polyclinics and hospitals. Apply at any insurance company issuing OMS policies (SOGAZ, AlfaStrakhovanie, RESO-Garantiya).

Documents: Passport with VNZh, SNILS, registration confirmation. Processing: Temporary certificate issued same day. Permanent OMS card: 30 business days. Coverage: State polyclinics, emergency services, hospitalization, basic diagnostics. No dental, limited specialist access.

Voluntary Health Insurance (ДМС — Voluntary Medical Insurance)

For HNWI accustomed to private healthcare, ДМС (DMS) provides access to private clinics — European Medical Center, GMS Clinic, Hadassah Moscow, K+31, and similar facilities.

Annual cost: RUB 50,000–300,000 (~$610–$3,660) depending on coverage level and clinic network. Recommendation: Purchase DMS even if you also enroll in OMS. Private clinics offer English/Arabic-speaking staff, shorter wait times, and higher service quality.

Week 4–8: Lifestyle Setup

Driving License

Foreign driving licenses are valid in Russia for 60 days after establishing residency. After 60 days, you must either:

  1. Exchange your foreign license — If your country has a bilateral agreement with Russia (Saudi Arabia, UAE, Turkey, and many EU countries do). Submit your foreign license, medical certificate, and pass a theoretical test. No driving test required.
  2. Obtain a new Russian license — If no bilateral agreement exists. Requires: medical certificate, theoretical exam (available in English at some locations), practical driving test.

Medical certificate: Requires visits to a narcologist (drug screening), psychiatrist, and general practitioner. Budget one full day. Cost: RUB 2,000–5,000.

Children's School Enrollment

If relocating with children, school enrollment should begin as early as possible — ideally before arrival.

International schools (English-medium): Anglo-American School of Moscow, British International School, International School of Moscow. Apply 6–12 months in advance for September admission. Annual fees: $15,000–$35,000.

Russian state schools: Free for residents. Registration through Gosuslugi or directly at the school. Academic year begins September 1. Russian-language instruction — suitable for families planning long-term integration.

Apartment Rental

Long-term apartment rental in Moscow typically requires:

  • Passport with VNZh and registration
  • Security deposit: 1 month's rent (refundable)
  • First month's rent in advance
  • Lease contract (договор аренды) — insist on a formal contract for registration purposes

Market rates (2026): One-bedroom in central Moscow: RUB 80,000–150,000/month ($975–$1,830). Two-bedroom: RUB 120,000–250,000 ($1,465–$3,050). Prices in other cities are 40–60% lower.

Frequently Asked Questions

Do I have to be in Russia to complete these steps? The 7-day residence registration requires physical presence (or a legal representative). INN and bank account can be initiated by a representative with power of attorney. Gosuslugi requires in-person verification. If you don't plan to relocate immediately, the most critical step is residence registration — everything else can wait until you arrive for an extended stay.

What if I don't plan to live in Russia? The Golden Visa has no physical presence requirement. However, residence registration is legally required once you receive the VNZh — even if you plan to use the residency as an occasional base. Register at a property you own or rent, or use a trusted contact's address with their consent. Complete INN and banking setup during a short visit.

What fines apply for missing deadlines? Late residence registration: RUB 2,000–5,000 (~$24–$61). Late driving license exchange (driving on foreign license after 60 days): RUB 5,000–15,000. In practice, late registration is the only fine that creates cascading problems — it delays banking, Gosuslugi access, and other administrative steps.
